These are examples of what I call Usenet Acronyms or Newsgroup Speak. I've yet to find a comprehensive listing of them, and for the most part you have to figure them out by context. Some like those you mentioned, are fairly generic and widely used, some specific to a particular newsgroup (e.g. LOTR, which is used in 2 JRR Tolkien related newsgroups and = Lord of The Rings a trilogy written by Tolkien). Anyway, here are some of the ones I've come across and been able to figure out:

Go here: http://www.bsoftware.com/v2/a16c95p0.htm and get hlp2rtf.zip, it's a converter which will convert hlp files to rft files which you can save, (or save as txt or doc files), print, etc. (Note: I have not used this myself, but a friend tells me that it works well.)
If you know the code, pressing Alt, then the code on your numeric keypad (don't use the keys above the letters on the keypad, it won't work) will do what you want. In your case, Alt-164 will produce ñ, while Alt-165 will produce Ñ. (Also Alt-0241 = ñ and Alt 0209 = Ñ ) An easier (visual) way is to use Character Map (Charmap.exe) which is usually located in your Windows folder. It's a point and click way to insert non-standard characters. It shows you not only what the character will be in a selected font, but also (in the lower right hand corner) the Alt-numeric keypad equivalent, so you don't have to find the correct combination thru trial and error.

Sure, just Press the Alt key, and then double click on the folder, file, etc. whose properties you wish to view, and the Properties dialogue will pop up.
Sounds like you maybe somehow deleted your SendTo folder. Look
for it in (usually) C:\Windows. If it's not there, create a new folder
and name it SendTo. Then add shortcuts in it to whatever you want
on your shortcut menu.
If that doesn't work, or it's there, just not working, then try re-installing
it. You can do so as follows: Right click on Start, select
Find, and enter Sendtox.inf in the Named: box. Click
on Browse and select your primary drive (usually C:) then click on the
FIND NOW button. When the file is located, right-click on it and
select INSTALL. This should restore the SendTo feature.
(Note: Since this has not happened to me, I haven't
actually done this, but I believe it will work just fine.)
